Successive revision of multiple regulations and standards

The transportation safety of power lithium batteries is not only related to the realization of the "dual carbon" goal, but also related to the support for the development of the country's emerging strategic industries, which has been widely concerned by all sectors of society.

In recent years, the Ministry of Transport has actively taken measures to strengthen the safety of the transport of power lithium batteries, and has successively revised a number of regulations and standards such as the "Rules for Road Transport of Dangerous Goods", "Technical Conditions for the Safety of operating Vehicles for Road Transport of Dangerous Goods" and "Regulations on the Safety Management of Ships Carrying Dangerous Goods", detailing and clarifying the technical requirements related to the transport of various dangerous goods such as lithium batteries. And coordinated to promote the "Power lithium battery transportation safety protection Technology and equipment Research" into the national key research and development plan "Major natural disaster prevention and control and public safety" key special 2023 project guide.

The Ministry of Transport, as one of the members of the Chinese delegation to the United Nations Committee of Experts on the Transport of Dangerous Goods (TDG), submitted a series of proposals to the TDG, such as "Recommendations on amending the Lithium Battery Transport Large Packaging Guide LP903", and was adopted by the General Conference. The Ministry of Transport also submitted the "Proposal on UN3481 Large Equipment and Packaging" to the International Maritime Organization to promote the improvement of international standards related to the transportation of large cabinet lithium battery energy storage systems.

In March this year, during the two sessions of the National People's Congress, the relevant NPC representatives jointly submitted the Proposal on further strengthening the factor guarantee to help Sichuan build a trillion-level power battery industrial cluster.

According to the unified arrangement and deployment of the Ministry of Transport, the Department of Safety and Quality Supervision and Management of the Ministry communicated with the representatives by phone in a timely manner to understand the relevant background and situation.
